No I do not think Kuvira is evil……
Yes it’s quite clear that Kuvira wants to rule the Earth Kingdom. By personally conquering each state and delivering them much needed supplies and safety she has massively gained the support of the people. By breaking down the bandits and offering them a new life she is making her own private army of most likely fanatical followers. By uniting with Varrick she has technical supremacy.. By choosing to use pr tactics rather then assasinating Wu she is playing the political angle perfectly. And at last but not least by marrying Baatr she has a strong sway in the affairs of Zaofu as well
So yes. She is in a perfect position to take over and let’s face it. Compared to Prince Wu anybody would prefer her as their leader
But I don’t think she is like Ozai . Someone who wants power for the sake of power or to dominate over others. Like everything in Korra I think Kuvira’s motivations are far more complicated.
Kuvira has grown up in Zaofu. This city is as close as you can come to Utopia in the Avatar or in any other world. They were strong, they had plenty of resources and every individual was encouraged to reach their full potential. It’s a place that put as much emphasis on the art and culture as it did on strength and power. A place where innovation was constant
And I think this is why Kuvira wants the power. Not to dominate others but to share the paradise she grew up in with the entire Earth Kingdom. Because let’s face it. There hasn’t been a moment in the Avatar history that we have seen so far where the Earth Kingdom wasn’t well….a discriminatory pile of oppressive crap. Even the Avatar couldn’t change that(and in fact accidentally made it worse).
But Kuvira intends to be the one to do it. That’s why she is taking each state individually. Making them bow to her strict demands. Because she wants to take the Earth Kingdom into paradise kicking and screaming if she has to and no one will stand in her way. Least of all a little spoiled shit like Wu who would only bring disaster upon the entire kingdom. It will not be clean. Kuvira is not naive enough to think that such a huge undertaking can be achieved without getting dirty and splitting blood but she believes that it’s worth it. Because in her mind this is for the greater good. And there is no one more dangerous then someone who believes in the greater good.
